Gost-R Certificate
This is a certificate necessary for goods sold on a retail and wholesale basis within the boundaries of the Russian Federation. The firms are reminded once more of the necessity of this certificate necessitated as of 1 October 2000 due to the fact that Customs Offices were closed to shuttle trade and cargo trade in November of 2004. This certificate is a certificate being equivalent of the norms of ISO, TSE and CE in terms of its content being as the standard of the Russian Federation. Gost-R certificate is requested in inspections also in stores in domestic market along with being requested among customs documents at customs offices. The legal and safe way to carry out trade with, and sale of goods to, Russia is to obtain certificates for the products you have produced. The subject of quality has gained more importance in all products exported and imported due to the crisis experienced in 1997 in the country.
The certification of goods and services is obligatory in certain goods and services and is made upon request in certain goods and services. For products and services for which G2ost R certificate is required to be obtained, the certificate in color yellow is issued while, for products and services for which certificate is required to be received upon request, the certificate in color blue is issued. Based on “the Law on Products and Services for which Quality Certification is Obligatory” with Number 64 dated 30 July 2002 with respect to Russian state standards, it is obligatory to obtain Gost R certificate in color yellow for products and services. Gost R certificate is issued by the certificate centers accredited by the government upon the products being tested in laboratories accredited by the Russian Government based on the respective testing protocol. If Fire and Hygiene Certification is also obligatory for the products and services apart than the GOST-R compliance certification, GOST-R quality certificate is issued after obtaining Fire and Hygiene Certificates based on “the Law on Products for which Fire Certification is Obligatory” with Number 320 dated 08 July 2002 of the Russian MCS Ministry and “the Law on Products for which Hygiene Certification is Obligatory” with Number 325 dated 15 August 2002 of the Russian Government with respect to hygiene standards first.

“Harmonized System Code” is a 12-digit code used in Turkish Customs Tariff List. The first 6 digits of this code is the Harmonized System-HS Nomenclature code used by all countries being member to the World Customs Organization, the 7-8th digits are used for Combined Nomenclature-CN used by the European Union countries, 9-10th digits are the codes indicating the positions opened due to different tax practices of ours and 11-12th digits are used to indicate the statistical codes.
